Following are the procedures to be followed in conducting a tournament within the Southern Pacific Water Polo Zone.

Submit a request to the Zone Chairman giving the name of the sponsoring club, the location of the venue(s) to be used, the dates of the competition, the age group(s) and sex(es) of the athletes that will be competing and the name, address and phone number(s) of the person to be contacted for entry information.

Complete and submit to the Zone Chairman a USWP "Application for Event Sanction" form. If the tournament is to be open to all SPWP clubs, the Zone will pay the sanction fee. If the tournament is by invitation only, the $20 Sanction fee must accompany the form. If a Certificate of Insurance document is required by the body providing the facilities, complete that portion of the event sanction form with the exact nomenclature and delivery address required by that body.

Entry applications for all tournaments are to close two weeks prior to the dates of competition. In accepting the applications, the tournament director must verify with the entering team that it has entered using its USWP team name and that it is familiar with the "Tournament Entry Procedures" of Southern Pacific Water Polo. It is the responsibility of the tournament director to obtain the entry fee or a statement of intent to enter from each club, so that if there is any question as to the intent of the team to participate the Zone Chairman will not have to mediate the dispute and so that the appropriate penalties for non-participation may be enforced. At that time, the tournament director is to email (preferred) or call the Zone Chairman with the names of the clubs that have entered so that their USWP registration can be confirmed. The tournament director is then required to seed the event and set up the game times for competition. On the Monday following the closure of the tournament, this information is to be forwarded (email preferred FAX acceptable) to the Referees Committee representative in charge of providing referees for all games. Each of the entered clubs representatives must also be notified of game times and locations if multiple venues are being used.

Prior to the first tournament game for each of the teams, the tournament director must collect a team roster as detailed in the "Tournament Entry Procedures" document, and any registrations that may be required for any of the team members.

At the conclusion of the tournament, all team rosters and any registrations collected must be submitted to the Zone Chairman. In addition, if there are any forfeitures that fact must be reported along with the name of the club forfeiting and the club that missed a game if a substitute game was not played. If any situations that may result in damage to the reputation of USWP or Southern Pacific Water Polo occur during the tournament that fact must also be reported. Reporting of brutalities is the responsibility of the referees. All information must be submitted immediately upon conclusion of the tournament so that if any disciplinary actions are required, they may be implemented prior to the next scheduled tournament. Failure to submit the collected entry information to the Zone Chairman may result in a $50 fine to the sponsoring club.
